It means that you need to stop eating meat, so that the navy people can get more meat.
eat more cottage cheese because it is healthier for you and then they can send the meat to the soldiers.
I think it means that eat better, so you can be healthyer.

I think it means that you should eat cottage chesse so the soilders can eat the meat AND cottage chesse will be alot cheaper AND it is alot more healthy.

It means that the people should go without their normal amount of food and give it to the hungry soldiers that are fighting for you. So people eat less so the soldiers can eat more.
It means it is cheaper to eat dairy (cottage cheese) than it is to eat meat.
